History Of Our Federation ......

We are in the vortex of a struggle. Our future depends much on how we respond to the call of the Federation. When we are at a crucial juncture in life, sometimes the past of our family or even lessons from the history becomes a beacon light which helps us to choose the correct path. Soon after the formation of LIC, its Officers formed Zonal Associations and a loose Confederation of the managerial class with SHRI S.N.VAIDYA, ZONAL MANAGER, WESTERN ZONE as PRESIDENT and SHRI J.A.MANSOOR as GENERAL SECRETARY.

This association was formed mainly as a Service Organization to provide a forum for discussion of common problems. However, on the revision of pay scales of Class III & IV employees at the 1962 Settlement, they found their emoluments at junior levels vis-a-vis their Class III colleagues somewhat anomalous. Some discussions took place between the Management and the Association to improve the Class Scales and to remove the anomaly. No agreement was reached. The ASSOCIATION submitted a Charter of Demands. LIC formulated some proposals which were submitted to the Government for approval. No decision came from the Government. It gave rise to heavy resentment among the Officers. Meanwhile the senior Officers resigned from the Association and others formed FEDERATION OF LIC CLASS1 OFFICERS ASSOCIATIONS in November 1964. Its first President was Shri K.K.SHAH, M.P, and General Secretary ASHOK.K.KAJI. I

t was the period of Second Pay Commission. The salaries of all Classes in Central Government were revised. So was the case with LIC employees. But the case of LIC Class I Officers was not addressed. The anomalies remained unresolved. Left with no other alternative, the Federation gave a call for agitation. The government approved certain proposals. They were not satisfactory to the Officers. A joint agitation with Class II was planned. They gave a call for a MASS HUNGER STRIKE on 9th March 1965.The then Finance Minister deprecated the attempt. Further discussions took place between the Management and the Association and a satisfactory settlement was arrived at. Life Insurance Corporation of India announced the revision of pay scales of Class I Officers on 22nd February 1965. Total emoluments of Class I in LIC WAS BROUGHT ON PAR WITH CLASS-I IN CENTRAL GOVERNMENT. It had retrospective effect from 1st April 1964. A Joint Memorandum of Agreement was signed by the management with Shri K.K.Shah, the President of the Federation on 9th March, 1965.

So Friends, our history is of legitimate struggles. So also we were given benefits as applicable to Class I in Central Government. When time passed and the year is 2010, we see very much clearly that again we have to raise the demand of parity with Class I in Central Government. Struggle should ensue. See, what happened even in 1965 when the FEDERATION was in infancy.

DO JUSTICE TO HISTORY.
LET IN ANOTHER WAY HISTORY BE REPEATED!
LET US HOLD THE FLAG OF THE FEDERATION HIGH AND MARCH CONFIDENTLY IN THE PATH OF STRUGGLE.
HISTORY WILL TERM US AS A GROUP WHO COURTED SACRIFICES BUT FOUGHT VALIANTLY FOR JUSTICE.
